Assuming that you want the Windows version, here's my instructions:
Gimp - Photoshop knock-off, can use most PhotoShop plug-ins and many of the most popular plug-ins are duplicated in the community and offered freely on this site. http://www.gimp.org ; documentation at http://docs.gimp.org/en/ ; plug-ins at http://registry.gimp.org/index.jsp .
INSTALL NOTES: Download and install this first: http://superb-west.dl.sourceforge.net/sourceforge/gimp-win/gtk+-2.8.18-setup-1.zip (Gimp Tool Kit). Then download and install this: http://superb-west.dl.sourceforge.net/sourceforge/gimp-win/gimp-2.2.13-i586-setup-1.zip . Then download and install this: http://superb-west.dl.sourceforge.net/sourceforge/gimp-win/gimp-gap-2.2.0-setup.zip (animation pack). Lastly, download and install this: http://superb-west.dl.sourceforge.net/sourceforge/gimp-win/gimp-help-2-0.10-setup.zip (help files).

A download mirror is just another site that hosts the file so you can download it. Click one of the mirrors and wait for it to download, then when it downloads go to the folder and install it. Make sure you are downloading the win32 version that ends in .exe. GIMP is actually kind-of challenging to understand though, so I recommend after you download gimp, find 'gimpshop' which emulates photoshop better and should make a little more understandable interface.

Mirrors are just locations that you can download from in case one of the servers is not working. It is also used to spread the demand over many locations to keep the download speed higher.
I don't know which operating system you have, but since Windows is the most popular, I'll assume that. If you use the following link it will allow you to download the program and just install it normally with no compiling. http://gimp-win.sourceforge.net/stable.html

You have to choose the file for your operating system, and a download mirror is the same file, but just on a different server so if the download doesn't work you can try a mirror.
