You have to have an object to fill with color. You can use the rectangle tool to create a rectangle the same size as your document (page). At the bottom of the tools palette you will see two squares, similar to the background and foreground squares in Photoshop, but these are Fill (the solid box) and Stroke (the box that looks like it has a frame). Create your rectangle, go the Selection tool (the black arrow) and click on your rectangle to make sure it's selected (it will get a box around it with handles), then click on the Fill box and click on your color palette or Swatches palette (if these aren't open, go to Window menu at the top of your frame and select them from there). Click on a color. Your rectangle will now be filled with a solid color. If you want a stroke around it (it may default to a 1 point black stroke), click on the stroke box and do the same thing. If you don't want a stroke, click on the stroke box and below it click on the box with the red diagonal line through it (this is the "NO" box).

Because Illustrator is a vector drawing program, you always have to create an object to apply color to, there is no "background" layer per se as there is in Photoshop. Photoshop works with pixels, Illustrator works with objects (which include lines, curves, etc.)
