I am running Ubuntu 10.10 alpha 3 and would like to upgrade to the daily builds. Is there a way to do this or will I have to do a fresh installation? On a side note, are the daily builds safe? What are the advantages of using them?

Installing Daily Build Updates is literally Ubuntu 10.10 as it is being developed so it is 'bleeding edge' stuff and there is a high risk of complete breakage due to almost constant system wide dependency changes. If you want to take your chances you can install the Daily Updates manually using the Update Manager.
Alpha builds are milestones and in general are considered to be safer. However having said this they are still far from suitable for running on production machines and are intended for testing purposes only.

If you keep installing the updates from the update manager then you system will be the same as the daily builds. I could have installed the 10.10 alpha 1 and gone through the updates and be at the same place as alpha 3 right now. They are just the same OS with updated packages which you can get just by updating.

On the lighter side of Dans answer, you can update the Linux version, until the repositories are taken off line, then you have to install the newer versions, if you don't keep up with the updates.
